Parents, is it possible for adhd symtoms to show up as early as 3 years old? What about manic depression, etc?

Are there any books or something that me and the mother, who is a friend; can get educated on as to what signs or symptoms I should look for.     I tried getting my daughter diagnosed at 3 but most Dr's dont want to diagnose until 6 (cause they cannot medicate children at that age).

    I read this book called "The Explosive CHild" by Ross Green.

    It was fantastic….. I got it at chapters. It was amazing it will help you understand your child better and see where your child fits in. there are so many different types.

    this all comes from experience: i ran a daycare and had watched a little boy from the age 2-6 around 3-4 i started noticing he was acting alot different…when he played with the other kids at the table doing art projects he couldn't stay focused..in fact the six month olds were more focused than he was…he became more violent and would be happy one min and screaming he hated everyone the next….his dad had adha and was bipolar…i had a meeting with the mother to address some of the issues we were having and she said she experienced the same thing so she took him to the doctor where they told her he did have adhd but didn't address weither or not he was bipolar but until he was five there was no way to medicate him being they had no regulated dose for his age..it was pretty much throw him on medicine and see if it worked…i changed his diet while he was at my house and the mother followed the same although she wasn't as strict to it…no preservatives, ect..
